In a word, yes. Hills Road produces students that are incredibly capable in the exam room, but it's dubious as to whether high achieving students can think outside the box. They work extremely hard, but without sounding arrogant - mention something that's not included on the divine syllabus and nine times out of ten they'll look bewildered. A lot of the blame has to be pushed onto the often arbitrary nature of A-level criteria, not teachers and students. I agree with another review on here; even the more creative subjects like English rarely yield the oppertunity for independent thought, but don't hold all subjects under the same umbrella. In my experience the Religious Studies and Philosophy departments deserve a big pat on the back for enthusiasm about their subjects.
