You knew how much time you paid for at the meter, and if checking out was taking too long, you had 2 choices, either go and top up the meter before coming to wait on the queue or abandon your shopping. The choice to take the risk and wait in line even though you knew you'd go overtime was yours, and you made it fully aware that you might get a ticket. So in actual fact, your shopping bill was £10.35 and the £25 fine was the price you paid for your own risk taking and recklessness. It annoys me when people refuse to take responsibility for their own decisions and actions. I'm sure not everyone in M&S on the day in question got a parking ticket.
