"Number doesn't exist"

I got a letter asking me to contact the Royal Mail enquiry office about a parcel that was not delivered. The phone number on the letter (01223 448830) apparently doesn't exist! How is it possible that an official document sent out to a customer asking him to phone the office contains a disconnected phone number?
