"Amnesty Week at Cambridge Library"

Libraries have an absurd overdue charging system. Fines for overdue returns can mount up to near the value of the item, or even beyond it. Every year, Cambridge Central Library has a so-called 'amnesty week' where people can bring back unreturned items and incur no overdue charges. So this gives people an incentive to hang on to the items for many months until Amnesty Week to return items, instead of brininging them back much sooner and incurring hefty fines. I think that is a silly system.
