"Why can we not get a council house?"

We have been in a council flat with two children for severn years.we both work but are priced out of the housing market due to high house prices.we have seen many foriegn familys move into houses but when ever we speak to the council we are told there are no propertys empty?also does any on know the age of which a brother and sister may no longer share a bedroom?again council staff struggle to give 1 answer to this.
