"Staff not helpful in finding certified letter of 15th July"

On 15th July I have sent and paid for (sign for and track) letter abroad. Until now it is NOT DELIVERED. I can't get any help from Arbury Court Post Office.

Customer Service tel is not working, online complaints are NOT being sent ( dead end).

When will I receive my documents?.
